Oklahoma Department of Environmental Quality, Environmental Complaints and Local Services (ECLS) Division, On-Site Sewage Programs. DEQ's ECLS Division runs the on-site sewage programs and brings DEQ programs to the local level through its local environmental specialists; DEQ also licenses septage pumpers and transporters.

Any business that pumps, transports or disposes of septage must hold an annual DEQ license (OAC 252:645-1-3). Initial applicants complete two hours of DEQ training and pass an exam with at least 70 percent, and drivers employed or contracted by a licensee need driver certification. Each vehicle must be inspected by and registered with DEQ every year (252:645-1-4), and the application includes an inspection report signed by the local DEQ representative and proof of an approvable disposal option. Licenses expire January 31 and renewal requires two hours of approved renewal training.

Where septage can go

Septage from holding tanks, portable toilets and marine sanitation devices must go to a permitted wastewater treatment facility or a city-permitted pretreatment facility; other septage may go only to a publicly owned treatment works, a permitted land application site, a permitted municipal solid waste landfill, a permitted septage treatment facility, or a city-permitted pretreatment facility (OAC 252:645-1-7).

Licensees must keep a daily log for each registered vehicle (manifests or invoices may be used) showing septage pumped and where it was taken, the pump location, the storage or disposal site, and the driver (OAC 252:645-1-6). Records must be kept three years, and licensees with a land application permit include their land application records with the annual renewal.
