Utah Department of Environmental Quality, Division of Water Quality, Onsite Wastewater Program. The Division of Water Quality sets onsite wastewater rules and certifies onsite system professionals, while liquid waste (pumping) operators are permitted by the local health department having jurisdiction under R317-550.

Under R317-550 (Rules for Liquid Waste Operations), a liquid waste operator must hold a current permit issued by the local health department having jurisdiction before beginning operation, and the operating permit must be renewed at least every 3 years. DWQ Onsite Professional Certification (Levels 1 to 3, R317-11) covers soil evaluation, percolation testing, and design, inspection and maintenance of onsite systems, not pumping.

R317-550-7 requires all collected wastes to be disposed of in accordance with Division of Water Quality rules and prohibits dumping into any public or private lake, pond or stream.

R317-550-6 requires the operator to give each customer a written receipt and to submit summary data of business activity to the regulatory authority (DWQ or the local health department) as often as that agency requires.
