Louisiana Department of Health, Office of Public Health, Onsite Wastewater Program. The LDH Onsite Wastewater Program licenses installers and haulers statewide and sanitarians in each parish health unit run the permitting system; LDH reports that 57 of 64 parishes have also enacted onsite sewage ordinances.

Under the Louisiana Sanitary Code (LAC 51:XIII.901), no one may haul the contents of septic tanks, cesspools, vaults or similar facilities without a license from the state health officer. Applications are available at parish health units and are sent to the Sanitarian Program Administrator for Individual Sewage; licenses are valid statewide, expire June 30 each year, and renewals must be received by May 1. Contents must be conveyed only in tight enclosed containers.

Where septage can go

Contents must be disposed of at an approved sewage treatment facility under the arrangements approved in the permit, and evidence of those arrangements, including agreements with the receiving facility, is required before a license is issued. Disposal into ditches, canals, rivers, lakes, pits or other surface waters is prohibited (LAC 51:XIII.901.E).
