Maine Department of Environmental Protection (septage and waste transporters); Maine CDC Subsurface Wastewater Unit (septic systems). Maine CDC's Subsurface Wastewater Unit administers the state subsurface wastewater rules and licenses site evaluators, municipal Local Plumbing Inspectors issue permits and inspect installations, and Maine DEP licenses septage transporters and septage land application and storage sites.

Anyone transporting septage is a non-hazardous waste transporter and, unless exempt, each vehicle or container must hold a DEP non-hazardous waste transporter license (Category C for septage) under 38 M.R.S. 1304(1-A) and 06-096 CMR 411; there is no vehicle weight exemption for septage. The application needs the vehicle registration, a certificate of insurance naming DEP, a five-year environmental compliance disclosure and a fee. A decal must be shown on the driver's side window and the license kept with the vehicle. Fees are biennial.

All non-hazardous waste, including septage, transported in Maine must go to solid waste facilities that are licensed or exempt from licensing. Septage land application and storage sites are licensed by DEP, and applications are filed through the Maine Enterprise License System.
Disposal rules- Records and reports
Licensed septage (Category C) transporters must manifest each load and submit copies of all manifests to DEP quarterly, unless the receiving facility is required to report the quantity and source of waste to DEP. Spills over 20 gallons of septage must be reported, with written notice within 5 working days. Licensed land application and storage sites file an annual report.

Under 30-A M.R.S. 4216, when property with a subsurface wastewater disposal system in the shoreland zone changes ownership, the system must be inspected by an inspector certified by the Department of Health and Human Services.
