What a pumper in Montana should know.

Montana Department of Environmental Quality (DEQ), Solid Waste Management Section, Septic Tank Pumper Program. DEQ licenses septic tank pumpers and inspects septage disposal sites, while residential septic systems are approved by the local health department (county sanitarian), and county health officers or sanitarians sign off on each pumper disposal site.

Anyone in the business of cleaning cesspools, septic tanks, portable toilets, privies, grease traps, car wash sumps or similar works, or disposing of their contents, must hold a DEQ septic tank pumper license (ARM 17.50.803). Licenses expire December 31 each year; renewal applications are due to DEQ by January 31, and renewals after April 1 carry a $125 late fee. A new application needs a separate disposal site application for each site, signed by the county health officer or sanitarian, and a vehicle inspection form for applicants proposing land application.

Disposal sites must be approved by DEQ and the county. DEQ guidance lists four disposal options: a wastewater treatment plant, a licensed septage processor or composting facility, a licensed Class II landfill for dewatered septage, or a land application site that meets the site and management rules in ARM Title 17, chapter 50, subchapter 8.
Disposal rules- Records and reports
DEQ's Septic Pumper Guide says pumpers must submit disposal records twice a year: by July 15 for January 1 through June 30, and with the annual renewal application for July 1 through December 31, and that DEQ may require monthly records if problems are found. The 2026 renewal form asks for the volume disposed at each approved site and copies of the prior year's records. DEQ provides land application and wastewater treatment summary log forms.
